Chỉ việc làm hay sự giúp đỡ quá ít ỏi so với nhu cầu hoặc quy mô thực tế nên hầu như không có tác dụng. Thường dùng để nói sự chênh lệch quá lớn giữa cái bỏ ra và cái cần giải quyết.
